NEW DIRECTION FOR THE CHENANGO VALLEY TRANSPORTATION DEPARTMENT |
At the Board of Education Reorganization Meeting held on July 7, Mr. Christopher Fairbairn was appointed as the new Transportation Supervisor for the Chenango Valley Central School District. Mr. Fairbairn comes from the Greene Central School District in Chenango County where he has served as their Transportation Supervisor. Mr. Fairbairn has over 25 years of experience in the transportation field and has spent the last four years as a Transportation Supervisor. We expect him to be a valuable asset to the District.
The appointment of Mr. Fairbairn is part of the District's plan to restructure the Transportation Department. This restructuring includes a Transportation Supervisor and Head Bus Driver which will supplement the transportation supervisor's position. The district's new Head Bus Driver will be staffed by Mrs. Christine Viegard. Additionally, the Transportation Department will also be utilizing specialized computer software to assist in bus routing strategies, tracking maintenance and service records, as well as providing a variety of management tools to assist with the bus fleet. This software is scheduled to be implemented later this year, with a full implementation scheduled for the beginning of the 2010 - 2011 school year.
The changes that are being put into effect are a result of past citations received by the district from the New York State Department of Motor Vehicle, who monitor the public school district's fleets. While these citations were numerous, The District must stress that the safety of our students was never in jeopardy and these citations were due to improper/insufficient record-keeping and improper/insufficient oversight of accountability standards during past school years.
Unfortunately, the notification for these citations did not include a formal notification, from the New York State Department of Motor Vehicles, directly to the Board of Education. Therefore, these citations were not known by members of the Board until just recently. Mr. Fairbairn is working diligently at addressing these deficiencies to insure they are resolved and do not occur again. He will also be inviting the Department of Motor Vehicles back throughout the year to ensure that corrective action has been taken. In all, the district has now put these changes in place and we are very confident that these issues will not occur in the future. We would like to welcome Mr. Chris Fairbairn to Chenango Valley.

Mytray Update |
Due to technical issues with the new program Mytray it will not be available until September. Nutrikids apologizes for any inconvenience this caused but looks forward to working with Chenango Valley CSD in September.
---------------------------------------------
The Chenango Valley Food Service Department has been selected to be a test site for an interactive menu planning program. This is the same site which provides MyKids, our district's online school meal pre-payment service. There is no cost to use this service. Parents must create an account using their child's student ID number.
MyTray is an interactive menu planning tool. MyTray allows you and your child to view school breakfast and lunch options in a fun and entertaining way. Children will learn how each choice contributes to the nutritional quality of their dietary intake. As parents you will find using MyTray to be the perfect media to open the lines of communication about the importance of good nutrition.
MyNutrition provides adults, teens and children with online educational opportunities related to health, nutrition and physical activity. Resources include articles, tips, tools, recipes, links and challenges to encourage small steps toward living a healthier life. MyNutrition provides monthly features focusing on all the hot topics surrounding child and family health and well-being.
MyTray and MyNutrition will be available May 11, 2009. Any feedback on this new program should be given to Nancy Galusha, Food Service Director at 779-4760 or by email at
NGalusha@cvcsd.stier.org
Please understand that this is "Beta" which means that it has been tested at Nutrikids, but the chances of running into something that might not work exactly like you think it should, is high. We truly want your feedback!

THE BOARD OF EDUCATION WELCOMES NEW SUPERINTENDENT |
With the impending retirement of Carmen Ciullo, the Chenango Valley Board of Education has appointed Dr. Thomas J. Douglas as Superintendent of Schools effective July 1, 2009. The Board, in conjunction with Allen D. Buyck, District Superintendent of Broome-Tioga BOCES, completed the Superintendent replacement process in a timely and cost-effective manner. The result of this process was the selection of Dr. Douglas and his subsequent acceptance of our offer of employment.
To foster the involvement of the District staff as well as the community, the two finalists for the position were interviewed in a public forum by groups consisting of community members, teachers, administrators, and PTA/Booster Club advisors. To afford each of the finalists an opportunity to learn more about our District, each finalist toured our facilities and met with staff and students.
Dr. Douglas received his Bachelor of Science and Master of Science Degrees from the State University of New York at Oswego. He received his Certificate of Advanced Study from the State University of New York at Brockport. Dr. Douglas received his Doctor of Education Degree from the University of Rochester.
Dr. Douglas has been Principal of the 1,600 student Paul V. Moore High School in the Central Square School District since July of 2000. In his current job at Central Square, he was responsible for assisting in the development of the high school budget. The high school budget is approximately $20 million. The Central Square District, near Syracuse, has approximately 4,800 students with an annual District budget of $62 million. Prior to Central Square, he served as Principal for the Regional Summer School in Geneva, Assistant Principal for the Geneva High School, Assistant Principal at the Geneva Middle School, and Assistant Principal for the District Summer School in Williamsville. Dr. Douglas previously taught Technology Education in Penfield and Victor.
Dr. Douglas has spent over twenty years in the educational field as a teacher and administrator. He has had exposure to various levels of the educational system. In addition to his educational and professional achievements, Dr. Douglas also held various leadership positions within the school and community. He is currently Chairperson of various committees and educational programs. He also has a strong presence within his community through various organizations. His continued training and his leadership roles display that he is a highly-motivated, diversified individual.
Dr. Douglas came highly recommended. He selected the Superintendent position at Chenango Valley over a Superintendent position at another school district.
Dr. Douglas will have a three-year contract and starting annual salary of $133,900. He currently resides in Brewerton, New York; however, relocation plans are pending.
We are excited that we were able to bring someone to the District with such exceptional qualities and we look forward him joining our team.

Thank You Mr. Ciullo! |
THANK YOU CARMEN CIUllO
The Chenango Valley Board of Education wishes to thank Mr. Carmen Ciullo for his years of service as Superintendent of Schools. From his early years as Elementary Principal at Chenango Bridge to Director of Curriculum and Personnel, he always made an impact. He briefly left the district to take the position of Assistant Superintendent at Chenango Forks. He returned to Chenango Valley in May of 1997 as Superintendent of Schools. During the period from 1997 through May of 2009, Mr. Ciullo has made improvements in nearly every aspect of our District. When Mr. Ciullo became Superintendent, he set lofty goals for himself. A key role of the Superintendent of Schools is to be the primary point of contact Mr. Ciullo has always fostered open communication and created positive relationships with students, staff, and the community. Through good times and bad, Mr. Ciullo has maintained a positive outlook and has always made himself available for discussion of the issues of the day.
During Mr. Ciullo's twelve years as Superintendent, the world has changed in many ways. From the tragedy at Columbine High School, to 9/11, safety in public places became a major priority. Mr. Ciullo supervised the implementation of strict safety measures including secure access to facilities and video surveillance of schools. We are confident that the students are in a safe and secure environment while attending Chenango Valley because of his efforts.
In regard to curriculum, Chenango Valley offers a broad variety of elective courses to complement the core curriculum which includes opportunities for advancement with Enriched and AP classes. Chenango Valley has also been recognized for their academic achievements and our students frequently excel at the Odyssey of the Mind competitions. The proof of our excellent education is in the results. In 2008, our graduation rate was 88% - the highest in the region. Ninety three percent of those graduates went on to college. During Mr. Ciullo's leadership, Chenango Valley has been recognized as a High Performing/Gap Closing District under the No Child Left Behind Act.
With improvements in curriculum also comes the need to improve our infrastructure. Mr. Ciullo has supervised improvements at the "Middle School/High School that are the envy ofthe Broome-Tioga BOCES District. Under his supervision, Chenango Valley MS/HS has been transformed into a 21st century model for education. In the coming months, additional improvements will be made through the EXCEL program which will improve energy efficiency and perform necessary repairs and renovations to maintain the excellent condition of our District buildings. Our high quality academic and athletic facilities help our students to excel in all areas.
Mr. Ciullo's management of school operations has been instrumental in maintaining a harmonious relationship between District management and the labor organizations that staff our schools. From the teachers, transportation staff, support staff, and special education providers, Mr. Ciullo's strong communication skills have helped to keep collective bargaining issues from impeding our ability to educate our students.
From the discovery of the District's recent financial difficulties through the development of the 2009 2010 budget, he has made an extraordinary effort to resolve the financial crisis the District faced.
Through cooperative efforts with the Board of Education and the Broome Tioga BOCES Central Business Office, Mr. Ciullo was able to provide critical information in a timely and efficient manner that allowed for solutions to be implemented as well as the smooth transition of the District's Business Office operations to the Broome-Tioga Central Business Office.
The Board of Education wishes to extend its appreciation to Carmen Ciullo for his many years of service to this District. The full impact of his accomplishments cannot be adequately quantified here. The true measure of his success rests in those students who leave our school and make the world a better place.
Thank you, Mr. Ciullo, for your years at Chenango Valley. The Chenango Valley CSD Board of Education Submitted by: Lynn Kaufman, Communication & BOE Information Chair " |

Swine Flu Update from the NYS Education Department |
- Despite confirmed cases of swine flu in a private school in
Queens, New York City, we believe students can safely attend
classes and schools will remain open at this time.
- Even though most cases of swine flu in the United States at
this time involve only mild illness, flu spreads easily.
- Therefore, it is essential that no student comes to school
with flu-like symptoms.
- Symptoms of flu-like illness include: fever (over 100 degrees
F.), feverishness, cough, sore throat, or runny nose.
Some additional symptoms may be experienced with swine flu,
including muscle pain, fatigue, and sometimes vomiting or
diarrhea.
- If you suspect your child is getting the flu, it is essential
that he/she does not attend school or go anywhere
else--such as childcare, the mall, or sporting
events--where other people would be exposed to
flu germs.
- Students exhibiting symptoms will be dismissed from
school following local protocols.
- Children who are getting ill may exhibit different behavior
than usual, such as eating less or being irritable.
- While the current situation does not warrant school closure,
if swine flu continues to spread and more students become ill, it
may become necessary for health officials to close schools for a
period of time. If this occurs, we will notify you via the website, local media, and our Ed Alert system.
- We are working with our school nurses and local
health officials (county or city) to monitor the situation here
and will make all decisions in consultation with them and state
officials.
- The purpose of closing schools will be to decrease contact
among children in order to decrease their risk of getting sick
and to limit the spread of infection. If schools are closed,
children should stay at home.
- It is important to plan ahead. Have a family
discussion now to consider options in advance of the event of a
school closing.
- Arrange for child care in other than a group day care
setting.
- Parents can help protect their children and reduce the spread
of seasonal or swine flu by taking the following precautions:
- Teach your children to wash hands frequently with soap and
water for 20 seconds (about as long as it takes to sing the
"Happy Birthday" song twice.) Be sure to set a good
example by doing this yourself.
- Teach your children the proper use of hand sanitizer. Gels,
rubs, and hand wipes all work well, as long as they contain at
least 60% alcohol. Hand wipes must be disposed of
properly. Always read and follow label instructions when
using hand sanitizer.
- Teach your children to cover coughs and sneezes with tissues
or by coughing into the inside of the elbow.
- Teach your children to dispose of used tissues properly.
- Teach your children to stay away from people who are
sick.
- This is an evolving situation. We are receiving
support and information on a regular basis from the State
Department of Health, State Education Department and State
Emergency Management Office. We will keep you informed with up to
date guidance as it becomes available. We will make
public announcements through the media.
You may also get information at www.cdc.gov, www.nyhealth.gov, www.schoolhealthservicesny.com
or the 24 hour toll-free hotline that New Yorkers across the
State can use to get answers to their questions. The hotline is

Question: Do nurses need to send home individual parent letters about screenings and results of such screening done in school?
Answer: The Commissioner's Regulations define what screenings are mandated and state "that the results of all such screening examinations shall be in writing and shall be provided to the pupil's parent or person in parental relation and to any teacher of the pupil within the school while the pupil is enrolled in the school".
We would advise you to put a notice on your website or in a school newsletter describing what screenings are being done in what grade levels. Let parents know that letters will be sent home to the parents of any student who fails the screening. |

NYS Dept of Health Collecting BMI's |
As part of a required school health examination, a student is weighed and his/her height is measured. These numbers are used to figure out the student's body mass index or 'BMI'. The BMI helps the doctor or nurse know if the student's weight is in a healthy range or is too high or too low. Recent changes to the New York State Education Law require that BMI and weight status group be included as part of the student's school health examination. A sample of school districts will be selected to take part in a survey by the New York State Department of Health. If our school is selected to be part of the survey, we will be reporting to New York State Department of Health information about our students' weight status groups. Only summary information is sent. No names and no information about individual students are sent. However, you may choose to have your child's information excluded from this survey report. The information sent to the New York State Department of Health will help health officials develop programs that make it easier for children to be healthier.
If you do not wish to have your child's weight status group information included as part of the Health Department's survey this year, please print and sign your name below and return this form to:
